Warping point clouds by taking XY shift values

Hi all,
I'm working with point clouds of a glaciated area (acquired at interval of 6 months) and interested in detect changes in the glacier height over the study period. Before proceeding with point cloud differencing, I need to warp the point cloud to the another (to remove influence of glacier velocity/flow). I have a raster surface which contains the shift values that need to be applied in X and Y direction to the point cloud which will be warped. I am looking for a tool which can take these XY shift values from the raster and warp the point cloud. I do not want any shift in the Z axis.

I understand that alignment tool by picking pairs is available within cloud compare but it is not warping but applying a rigid transformation.

Is cloud compare capable of warping point clouds?
