PDAL Error when saving LAS in 11.3

Works in 11.0, but not in 11.3.
Read in a 1.3/1.4 LAZ file, and tried saving as earlier version of LAS (for old software usage). Received these 2 ERROR dialogs:

Doing the same works perfectly in 11.0.
